Consultant for Social and Participatory Mapping and Development
Scope of Work, Specific Tasks and Responsibilities:
Under direct supervision of RLU’s GM of Sustainability and managed by RLU’s Sr. Conservation Manager, the consultant will carry out the following tasks:
Conduct land tenure identification (social mapping) and participatory mapping to stakeholders in Wildlife Conservation Area (WCA) Establishment Project.
Assess Orang Rimba situation in Southern Bukit Tigapuluh Landscape, specifically in WCA
Develop recommendation, engagement strategy and action plan with Orang Rimba and other stakeholders in WCA
Execute community based framework agreement for sustainable land use management with Orang Rimba and other stakeholders in WCA
Develop internal capacity for engagement with Orang Rimba
Final Product and Deliverables:
Data on Land Tenure Identification in WCA, contains detail of: people with legitimate land tenure in WCA and land claimants who will be willing to give back lands to company to manage
Report of Orang Rimba situation Assessment
Document of recommendation, engagement strategy and action plan with Orang Rimba and other stakeholders in WCA
Report of community based framework agreement process and result
Report of training activities
Minimum 7 years of relevant experience in conducting socio-economic analytical studies and program implementation with a focus on community development and empowerment, and demonstrated experience in project management (design, implementation, budget management, monitoring) in Indonesia.
Has knowledge and experience on Orang Rimba assessment and engagement
Has knowledge and experience in accordance to the IFC PS 5 and PS 7 framework in Indonesia, for land use related project assessment and framework/action plan is mandatory
Has conducted work of a similar nature (i.e. SIAs) in the last three years
Highly developed written and spoken communication skills, in Bahasa and English
Evaluation: applications will be evaluated based on the cumulative analysis. A) Technical Qualification (100 points) weight; [70%] B) Financial Proposal (100 points) weight; [30%] A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points
in the technical qualification evaluation will be evaluated. Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.
Financial/Price Proposal Evaluation:
A) Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
(B) The total number of points allocated for the price component is 100.
(C) The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation.
All other price proposals will receive points in inverse proportion to the lowest price. Submission of Application: Interested candidates are encouraged to submit an electronic application Not later than Friday, 5 October 2018.

Payments: Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed.
